• In a unanimous decision, the Supreme Court ruled to drastically curb the powers that states and cities have to levy fines and seize property, marking the first time the court has applied the Constitution’s ban on excessive fines at the state level. (Fox) 

• President Donald Trump declared a national emergency to try to build a border wall after congress appropriated $1.3 billion for fencing, barriers, and money for ICE. Sixteen states are suing. (NYT)

• After pressure from local activists and government officials, Amazon is canceling a deal to build a new campus in Long Island City, N.Y. Residents were concerned with the lack of oversight and massive tax breaks for a company that paid no federal cooperate taxes this year and is run by the wealthiest man on earth. (NYT)

• Five were killed and seven wounded in Aurora, Ill. on Feb. 15, when a man opened fire at the Henry Pratt Co. after being let go from his job. (NYT)

• Bernie Sanders announced his 2020 presidential run this week, raising over 1 million dollars in less than 4 hours. (CBS News)

• British Parliament put forth the first comprehensive attempt to legislate big tech companies like Facebook in an unsparing report. (Reuters)

• Joaquín Guzmán, the Mexican crime lord known as El Chapo, was found guilty on Feb. 12 of all 10 counts after a three-month drug trial in New York. (CNN)

• The 15-year Mars rover mission was decommissioned on Valentine’s Day. (National Geographic)

• Russian President Vladimir Putin warned that Russia will target the U.S. with new weapons if it deploys missiles to Europe. (Fox)

• More than 40 Indian security personnel were killed in a suicide bomb in Indian-administered Kashmir, escalating tensions between Pakistan and India, as the Indian government points to the Pakistani government as the instigator of the attack. (Al Jazeera)

• Pope Francis summoned more than 100 bishops to a meeting in Rome to address the rampant sexual abuse in Catholic Churches around the world that came to the forefront during the #MeToo movement. This is the first convening of  its kind, and it began on Feb. 21. (NPR)
